Although the business organisation is satisfied that several earlier recommendations have been incorporated into the amended draft law, it says important bottlenecks remain that could affect importers, exporters and other businesses.

The VSB explained its positions during consultations with De Nationale Assemblée (DNA, Suriname’s parliament) on 21 October 2026. On 26 October, the recommendations were also submitted to parliament in writing. The organisation stresses that modernising customs legislation is necessary to strengthen Suriname’s international competitive position.

According to the VSB, the new law should contribute to faster customs procedures, more transparent decision-making and fewer administrative burdens for businesses. A modern customs system should not only improve control over the flow of goods, but also ensure smoother processing of international trade transactions.

Earlier recommendations partly adopted

The business organisation notes that the amended draft law has been improved in several areas. For instance, the provisions on the Surinamese origin of goods have been clarified and digital record-keeping will now be recognised.

An additional obligation to provide notification when goods are removed has also been included. According to the VSB, these adjustments show that account has been taken of some of the proposals previously submitted by the business sector. Nevertheless, the association believes further clarification is necessary before the law is adopted.

Unclear rules could drive up costs for businesses

One important point of concern involves the broad powers that can be further defined through implementing regulations. The VSB wants to prevent essential rules from being established only after the law comes into force, leaving entrepreneurs with insufficient certainty about their obligations.

The organisation also calls attention to the practical application of electronic customs declarations, clarity on costs and permits, and the way containers are handled when customs takes measures.

According to the VSB, unclear or difficult-to-implement rules can lead to delays in the import and export of goods. This could cause higher operational costs and make it more difficult for businesses to plan their trade activities.

Balance between control and trade facilitation

The VSB stresses that customs legislation should not be aimed solely at supervision and enforcement. According to the organisation, the law must also provide room for businesses that comply with the rules and engage in international trade.

This requires clear legal provisions, predictable procedures and a workable permit system.

The business organisation will continue to follow the parliamentary consideration of the draft General Customs Act. It wants an ultimately balanced legal framework in which the interests of both the government and the business sector are adequately protected.

The VSB warns that unclear rules in the new customs law could lead to delays and higher costs for businesses, and advocates greater legal certainty and predictable procedures.

{"facebook_29234516172805655_1445375691985227":"","facebook_29234516172805655_1158244960706604":"","facebook_29234516172805655_108923581283702":"","facebook_29234516172805655_1309923202201307":"","facebook_29234516172805655_1093738170500407":"
[16333
25513,25512,25514,25515,25516
post-199321","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-general","tag-customs-legislation","tag-customs-procedures","tag-imports-and-exports","tag-legal-certainty-for-entrepreneurs","tag-vsb-suriname
["GET
