Revised financial manual should enable district commissions to work more efficiently

813020845 1398709971810592 3406399192293952588 n The revised financial manual provides district commissions with clear guidelines and supports more efficient management, allowing bottlenecks in budgeting and implementation to be addressed more effectively.

The revised version of the Budget, Financial Management (BFB) manual is expected to contribute to more efficient financial procedures within the district commissioner offices. The manual was officially handed over on September 15 to representatives of the Ministry of Regional Development (RO) and the district commissioners.

Jennyfer Jozefzoon-Wachter, deputy director of the Subdirectorate of District Administration and Decentralisation (ODDD), handed the revised manual to RO Minister Miquella Huur, RO Director Mavrick Boejoekoe and Patrick Kensenhuis, dean of the district commissioners.

According to Jozefzoon-Wachter, the manual provides district commissioners with sufficient guidelines for financial management within their offices. The manual must also support district administrators in carrying out their work.

Kensenhuis responded positively to the revision. According to him, the district commissioners will thereby have more opportunities to carry out their duties. Limited financial scope was, according to him, one of the bottlenecks faced by the district commissioners.

The revision was carried out by the interdepartmental Commissie Revisie BFB, consisting of staff from the ministries of Regional Development and Finance and Planning. The previous revision took place in 2016. The content has now been adapted to current developments and needs within the districts.

The BFB manual contains guidelines for collecting and disbursing funds, preparing reports on the implementation of spending plans and the standards for the policy plan that each commissioner office must submit to the Ministry of Regional Development.
