Bouva discusses cooperation with Mexico on oil, knowledge and transport

Suriname and Mexico explored opportunities during a bilateral meeting in New York to further expand their cooperation in trade, energy, training and transport. Regional cooperation with the Caribbean was also discussed.

Minister Melvin Bouva of Foreign Affairs, International Trade and Cooperation spoke on Thursday, September 24, 2026, with Raquel Serur Smeke, Mexico’s Deputy Minister for Latin America and the Caribbean. The meeting took place in New York, on the sidelines of the 81st United Nations General Assembly. The relationship between Suriname and Mexico was central to the meeting.

According to information on the meeting, several areas were examined in which both countries can deepen their contacts. These include trade, the development of the oil and gas industry, technical training, infrastructure, aviation, shipping and diplomatic knowledge exchange. During the consultation, Bouva pointed to the preparations Suriname is making for the further development of the oil and gas industry. According to the minister, training, technical knowledge and infrastructure are important points of attention. Suriname and Mexico see scope for knowledge exchange

One of the opportunities mentioned during the meeting is the exchange of expertise. Bouva referred to the possible deployment of Mexican experts and to contacts between people and institutions from both countries. The invitation may offer a follow-up opportunity to further deepen discussions on technical cooperation, business contacts and training.

For Suriname, the training issue is directly linked to the question of how many Surinamese will actually be able to participate in the growing energy sector. Cooperation with foreign partners may become particularly relevant when knowledge and skills are built sustainably in Suriname.

Aviation and shipping were also discussed during the bilateral consultation. Better connections may be important for trade, passenger travel and business contacts between Suriname and Mexico. Bouva expressed appreciation for Mexico’s existing cooperation with the region, including in disaster preparedness, climate and training. According to the official Mexican diplomatic structure, the Deputy Minister for Latin America and the Caribbean is responsible for relations with countries in this region and for monitoring regional organisations. The meeting with Suriname thus fits within a broader Mexican diplomatic effort towards Latin America and the Caribbean.

Diplomatic training also on the agenda

In addition to economic subjects, the ministers discussed knowledge exchange between the diplomatic training institutes of both countries. Such cooperation may consist of training, exchanges and the sharing of experience, but no concrete programmes were announced during the consultation. For Suriname, a broader relationship with Mexico can link various policy areas.
