Existing import procedure to remain in force until end of October following business community concerns

VSB logo web 10 The existing import and licensing procedures will remain in force until the end of October 2026 to give entrepreneurs more time to resolve bottlenecks surrounding the amended Negative List Decree.

According to the Vereniging Surinaams Bedrijfsleven (VSB), the existing procedure for import and permit applications will remain in force until October 31, 2026.

The transition to adjusted procedures is planned from November 1. This will provide more time to resolve bottlenecks entrepreneurs have reported regarding implementation of the amended Besluit Negatieve Lijst.

The VSB says it has had intensive contact with the Ministry of Economische Zaken, Ondernemerschap en Technologische Innovatie (EZOTI) on the matter in recent months. Information sessions for the business community are planned ahead of the transition. The ministry is also holding separate consultations with, among others, the Douane (Customs) on practical and technical issues, including the use of correct HS codes for goods.

For the time being, entrepreneurs can still submit applications through the existing procedure. The Suriname Electronic Single Window (SESW) is also being used. According to the VSB, the method of submission is important for how information and notifications reach Customs.

The business organisation is calling for timely and clear explanations of the new rules. Before ordering or shipping goods, companies must be able to determine which documents and permits are required, the VSB says. Smaller businesses in particular, which do not always have their own customs clearance specialist, may encounter problems due to unclear procedures.

The VSB says it supports proper compliance with the rules, but is also calling for attention to legal certainty and predictable procedures during the transition. It was previously agreed with EZOTI that the ministry would further map out existing permit procedures and involve other government bodies and the business community in the implementation.
