The other members of the Tuchtcollege voor het Notariaat were sworn in on June 12, 2026. Blom was unable to attend at the time due to his stay abroad. With his swearing-in, the board, which was appointed for a period of three years, is now fully constituted.
Restoring trust in the notariat an important focus
According to Blom, trust in the notariat has declined sharply over the past decades. He therefore considers it important that the Tuchtcollege critically monitors the actions of notaries and takes measures where necessary.
The amended legislation from 2019 makes it possible for not only judges but also notaries to sit on the Tuchtcollege. This allows practical experience and professional expertise to be taken into account in the handling and assessment of complaints.
“It is not only the judges, but also the notaries who, based on their practical experience, can empathise and contribute ideas on how a particular case has or should have unfolded,” Blom said.
According to him, the board will distinguish between less serious complaints and cases requiring further investigation or action.
Stricter supervision of professional conduct
Blom emphasises that notaries must be aware of their responsibilities and comply with the applicable legal provisions. Where necessary, the Tuchtcollege will apply the disciplinary measures provided for by law.
In order to restore trust in the notariat, the board intends, among other things, to focus on clear guidelines for the professional conduct of notaries.
According to Blom, this concerns careful client due diligence, proper treatment of clients, timely responses to questions and the provision of adequate information.
With the board’s full composition, Blom said the body can continue working on carrying out its duties in the areas of supervision and disciplinary law within the notariat.
