This is evident from the report Financial investigation 2024–2025, dated 10 July 2026, which is in the possession of Key News. The investigation was conducted on behalf of the current Raad van Toezicht (RvT, Supervisory Board) of the VKI and focused on selected financial transactions, cash flows and governance processes within the institute.
Financial oversight based on draft figures for years
According to the investigators, the absence of definitively audited annual accounts meant that the management board and the Raad van Toezicht had to rely on draft annual accounts for several years in carrying out their financial and supervisory duties. A definitively audited annual account provides insight into an organisation’s financial position and results and is accompanied by a statement from an independent auditor.
According to the report, the absence of these may have consequences for the transparency of financial reporting and the quality of financial oversight. The investigators found that during the investigation period, the VKI did not have definitively audited financial accountability reports for the 2021 through 2024 financial years.
Exemption from IFRS obligations
The documentation reviewed further shows that on 4 December 2025, the VKI obtained an exemption from the ministerie van Financiën en Planning with regard to the application of the International Financial Reporting Standards (IFRS).
These international reporting standards contain rules for the preparation and presentation of financial information.
However, the investigators emphasise that this exemption does not alter the finding that no definitively audited annual accounts were available for several financial years.
According to the report, the exemption from IFRS regulations therefore does not remove the fact that there was a backlog in audited financial reporting.
Part of broader financial investigation
The backlog in annual accounts is one of the shortcomings emerging from the financial and governance investigation into the VKI.
In addition to financial reporting, the accountants examined, among other things, compliance with mandates, payment authorisations, currency conversions, internal control measures and the formal recording of governance decisions.
In the management summary, the investigators state that several material shortcomings were identified in the governance structure and internal controls.
At the same time, they emphasise that a significant part of the financial transactions reviewed could be traced administratively and that the required authorisations were available for many transactions.
No full audit
The investigation firm emphasises that the investigation conducted does not constitute a full audit or other assurance engagement. The work had a defined and risk-focused nature. As a result, no assurance is provided regarding the completeness, accuracy or legality of the VKI’s overall financial administration. The finding concerning the backlog in annual accounts is based on the documents available during the investigation.
The report does not show whether the draft annual accounts for 2021 through 2024 were subsequently definitively audited and adopted after the end of the period investigated. The finding does make clear that financial oversight of the Viskeuringsinstituut had to take place for several years without definitively audited annual accounts for those financial years.
