Pan American Real Estate investigation continues before examining magistrate

vrouwe justitia 1 The Public Prosecution Service is seeking a judicial preliminary investigation against known suspects in the Pan-Am case, in which former minister Nurmohamed is mentioned in connection with multimillion payments to Pan American Real Estate.

The Openbaar Ministerie (Public Prosecution Service) has requested a judicial preliminary investigation against known perpetrators from the examining magistrate in the Pan-Am case. The case, in which former minister Riad Nurmohamed is mentioned, concerns possible irregularities in payments to property developer Pan American Real Estate.

The Openbaar Ministerie (OM) announced on Tuesday, October 13, 2026, that in the Pan-Am case it has requested a judicial preliminary investigation against known perpetrators from the examining magistrate. The announcement is part of an update on several criminal investigations that have received considerable attention in recent times.

In its explanation, the OM mentions the name of former Minister of Public Works Riad Nurmohamed. It has not been disclosed precisely against which persons the new request is directed. Nor has it been indicated which investigative actions the examining magistrate is required to carry out.

The development follows a lengthy investigation into possible financial irregularities surrounding Pan American Real Estate’s North Area One housing project. Central issues are payments for infrastructure works, the legality of agreements made and the question of whether the Surinamese state suffered financial loss.

Pan-Am case concerns multimillion-dollar payment

The origins of the matter lie in a partnership between Pan American Real Estate and the Fonds Woningbouw Lagere Inkomensgroepen (FWLI). In 2019, agreements were made on the North Area One housing project, which provided for the construction of 561 homes. The government was to play a role in the construction of infrastructure facilities.

A dispute later arose over the costs of these works. Pan American Real Estate claimed compensation of approximately 7.9 million US dollars. Ultimately, approximately 8 million US dollars was paid out in 2023. The legal and financial basis for this payment subsequently came under discussion.

Investigation into payments to Pan American Real Estate

According to earlier reporting, objections arose within the government to the amount of the submitted claims. A technical cost estimate by the Ministry of Public Works was reportedly considerably lower than the amount put forward by the property developer.

Former Minister of Finance Stanley Raghoebarsing had also reportedly previously raised questions about the contractual basis for the payment. Nevertheless, agreements were later formalised and the payment followed.

The multimillion-dollar payment to Pan American Real Estate remains the subject of a criminal investigation.

In December 2023, the matter came explicitly to the attention of the judiciary after an anonymous whistleblower submitted documents and allegations concerning possible irregularities. The investigation focused, among other things, on possible forgery and unlawful financial actions.

Nurmohamed previously denied that documents had been forged. According to his previous statements, the payments were justified and the state did not suffer any loss. He did acknowledge, however, that errors had been made in the cost estimate.

OM asked parliament to prosecute Riad Nurmohamed

The case took on a new legal and political dimension in March 2026. Prosecutor General Garcia Paragsingh submitted a request to De Nationale Assemblée (Suriname’s parliament) to place Nurmohamed under accusation.

The OM cited several possible criminal offences, including corruption, forgery, fraud, complicity and embezzlement. These are suspicions that must be assessed during the criminal investigation and do not constitute established guilt.

Key News previously reported extensively on the handling of this request. The article Committee concludes hearings of officeholders: parliament considers the process, not the question of guilt explained how a parliamentary committee investigated the files of Nurmohamed and two other former ministers.

Parliamentary handling led to discussion

De Nationale Assemblée established an investigative committee in March under the leadership of Rabindre Parmessar. The committee was tasked with studying the submitted requests, assessing documents and hearing those involved.

Nurmohamed was heard behind closed doors during this procedure. The committee stressed that parliament should not determine whether a former minister is guilty, but should assess whether the legal conditions for further prosecution have been met.

The proceedings led to political debate. Several committee members believed they had received insufficient information to make a well-considered judgment. Other parliamentarians, however, urged swift handling.

There was also a response within the VHP, the party to which Nurmohamed belongs. Parliamentary group leader Asiskumar Gajadien previously stated that his party would cooperate with the criminal investigation. Parliamentarian Mahinder Jogi also pointed to possible reputational damage to the party.

What does the new judicial preliminary investigation mean?

With the new announcement, the OM confirms that the Pan-Am case has not yet been concluded. A judicial preliminary investigation provides scope for further investigation under the direction of the examining magistrate, in which, among other things, witness statements and documents may be examined.

The wording “against known perpetrators” is a legal designation indicating that the investigation concerns persons known to the judiciary. This does not establish that they actually committed the criminal offences under investigation.

The OM has not disclosed whether the current request relates exclusively to Nurmohamed or also to other persons. Nor did the update explain how the new request relates to the previously concluded judicial preliminary investigation in the same matter.

Clarity on further prosecution remains absent

The new development also raises questions about the further handling of the case file. It is still unclear which investigative actions will follow, how much time the investigation is expected to require and when the OM will make a final prosecution decision.

In earlier reporting, the OM stated that the judicial preliminary investigation prompted by the original anonymous criminal complaint had been concluded and that the files were being studied. The new request indicates that the judiciary considers further investigative steps necessary.

In its recent explanation, the OM provided no information about any possible arrests or a date on which the case will be heard by the criminal court.

The progress of the investigation is also relevant to the public debate on the management of state resources, oversight of government payments and the accountability of political officeholders.

More information on the background to the investigation can be found in earlier reporting by de Ware Tijd on the Pan American Real Estate matter.

For the time being, the central question remains what findings the new judicial preliminary investigation will produce and whether these will ultimately give cause for further criminal prosecution.
